Stage 4 Update: vulnerability and risk

In Stage 4, we have built upon our understanding of coastal processes to assess the current and future risks to the following types of values, uses and infrastructure:

Wadawurrung values - we continue to work closely with Wadawurrung to identify the risk to Coastal and Sea Country values and develop adaptation pathways that reflect Wadawurrung vision and aspirations for the coast.

Ecosystems and habitats - eg. Red-capped plover habitat, wetlands, woodlands, saltmarsh

Natural features and landscapes - coastal views, beaches

Recreation and tourism - eg. camping and accommodation, water based clubs, Bellarine Coastal Trail

Buildings, structures and access – eg. boat ramps, community halls

Post-colonial heritage sites - eg. boatsheds, cenotaph, monuments

Risk Assessment

Coastal hazard risk

To determine the coastal hazard risk we assessed the likelihood (probability or chance that a coastal hazard will occur) and consequence (what will happen if the hazard occurs) to each identified value within the nine precincts.

The analysis identified 311 risks across the nine precincts which were then assessed to determine the risk rating. As the nine precincts vary in terms of sediment, types of values and coastal processes, the presence of coastal hazard risks varied substantially.

Economic analysis

To help us understand both current and emerging economic implications of coastal hazards, we carried out a high-level economic analysis.

The economic analysis looks at how hazards could affect the community by assigning monetary values to things like:

  • Loss of income
  • Impacts on tourism
  • Damage to infrastructure

This analysis will be considered in Stage 5 alongside the risk assessment, to guide decisions and prioritise where action is needed most.

Adaptation prioritisation

Numerous values and assets are at risk but several have been identified as a priority for adaptation, based on the economic analysis and coastal hazard risk assessments. These values and assets are most urgent due to

  • Cultural significance
  • potential loss
  • high exposure
  • community reliance.

The most urgent will be prioritised in Stage 5 when developing adaptation pathways
